  1920 census lists Oscar , Bertha and son, Russell living in Newton Co., Arkansas Kentucky Township next door to Bertha parents. Oscar father is listed as being born in Texas not Tennessee. 1930 census lists Oscar and Bertha and children living in Pawnee Co., Valley Township, Oklahoma. Oscar lists his race as Indian. Tennessee was written as birth place of father, but it is crossed out and mixed blood is written at the top. Birthplace of mother was Kansas but it is crossed out and Cherokee is written in. Oscar is a highway patrolman and lists that he is a veteran of WW1. Shortly after this, the Fowler family move back to Arkansas to be near Bertha mother, in Washington Co., Arkansas.
